The MassGOP and specifically State Committee Member Anthony Ventresca have slow-walked an internal alleged voter fraud investigation for months that involves State Committeewoman Jennifer Cunningham. Cunningham allegedly committed voter fraud at the Plymouth Republican Town Committee (RTC) reorganization meeting held in September of 2025. The people of Plymouth are enraged by the handling of the flawed investigation performed by the Election Integrity Committee of the MassGOP.
Issues to be investigated:
- Cunningham’s knowledge of ineligible voting participation.
- Zoom Voting: Bylaws contain no provision authorizing remote voting via Zoom.
Deficiencies in member notification for Zoom vote: Insufficient time notification and failure to give proper notice to entire membership. (Zoom link was sent to select members.)
- Zoom link was distributed by [then] MassGOP Executive Director John Milligan.
During the Plymouth meeting to elect new committee officers, Casey Marie Locke, daughter of Cunningham and a resident of Weymouth, participated and cast a vote via Zoom. Because eligibility to vote in Plymouth RTC elections requires residency in Plymouth, a member questioned Locke’s address, concerned that she may reside outside the town. Immediately after the inquiry was raised, Locke disconnected from the Zoom meeting. Members then repeatedly asked Cunningham to clarify her daughter’s residency status. Cunningham refused to answer. There are allegations that Locke voted illegally because of residency rules.
This allegation was brought to the MassGOP Election Integrity Committee. The committee consists of State Committee members Chair Julie Hall, Alex Hagerty, Jo-Anne Hodgson, Linda Vacon, Jessica Shanahan, Lynne Roberts, and Tony Ventresca. The committee is overseen by MassGOP Chair Amy Carnevale. Former State Committeewoman Kathy Lynch was a member of this committee until she recently resigned and relocated out of state. State Committeeman Tony Ventresca was selected to be lead investigator.
At the State Committee meeting on November 30, Ventresca announced he is lead investigator for the Plymouth reorganization meeting and claimed he would conduct a “fair and impartial” investigation. Plymouth meeting attendees were present specifically to learn what actions the Election Integrity Committee would take regarding that meeting. When a Plymouth meeting attendee attempted to introduce themself to Ventresca, he ignored the individual. Several days later, that attendee emailed Ventresca a list of 20 individuals, including contact information, who were willing to assist with the investigation. Ventresca has not contacted them.
Attendees of the Plymouth RTC meeting who witnessed the alleged improper vote involving State Committeewoman Jenn Cunningham and her daughter have been awaiting contact from Ventresca. They have expressed a willingness to provide firsthand accounts of what occurred.
According to members, individuals have not been interviewed.
In January, a Plymouth RTC member contacted Ventresca to inquire into the status of the investigation. Ventresca told this attendee that he will only contact Plymouth RTC officers and only accept a written statement. Meeting participants have voiced frustration over what they describe as an incomplete and unprofessional investigative process.
Meeting attendees have learned that Ventresca plans to close the investigation blaming Plymouth RTC officers for not cooperating.

“I am troubled that my direct emails went unanswered and no action has been taken, as the absence of accountability and respect for election integrity leaves the credibility of the Massachusetts GOP in question.” Cheryl Ball, Chair of the Yarmouth RTC
“A few hours before the Plymouth RTC re-org meeting, I was the only declared candidate for chair. Then Massachusetts Republican Party Executive Director John Milligan and State Committeewoman Jen Cunningham, and Maura Healey’s Assistant Communication Director for the Education Department Casey Marie Cunningham Locke stepped in. They changed the rules and attempted to steal the re-organization. Their choice for chair, a former Plymouth RTC chair and the present vice chair, who as a school committeeman who recently approved the new 8th grade sex education curriculum that instructs 13- and 14-year-olds how to consent to sex and encourages masturbation and pornography! Our battle is never against the Democrats but the other side of the Republican Party – the establishment GOP! I am an American first, populist leader who wants to Make America Great Again! I am an enemy of the present MassGOP leadership! Together WE NEED TO STAND UP FOR WHAT IS RIGHT in a world that seems to prefer the opposite! “I attended the Plymouth RTC meeting and witnessed clear unethical behavior of the MassGOP Executive Director working in concert with the State Committeewoman to manipulate the meeting’s election for Chair. The Executive Director provided the MassGOP’s Zoom link to the State Committeewoman so she could send out the link to Plymouth RTC members within 2 hours of the start of the meeting to vote for Chair. The MassGOP has its own operating by-laws, but they must conform to and are governed by Massachusetts laws and in Massachusetts, any public meeting with remote access must be posted at least 48 hours in advance. This lack of notification unequivocally disenfranchised the voters. Add to this that a voter that Zoomed in to vote was the offspring of the State Committeewoman and was known to her, and the other attendees, to not be an eligible voter is simply outrageous. As an Ethicist and an Auditor, I have performed investigations for decades. What the MassGOP’s Election Integrity investigator has done is not an investigation by any level of professional standards. What I saw at the Plymouth meeting was an alleged voter fraud scheme to control an election outcome. Under Massachusetts General Law, Section 26, illegal voting or an attempt to vote is a crime. Either the MassGOP needs to rectify this situation that [it] cannot happen again or the District Attorney may need to get involved. Voter fraud cannot be condoned.” Thomas Keyes, Sandwich RTC

“These people are no better than the damn left. If the ‘Jenn Cunningham crew’ wanted a certain candidate to win, they should have run a great campaign. In lieu of that, they sacrificed their integrity to intentionally game the system. I had never experienced a Zoom call at a prior RTC meeting. Jenn’s daughter couldn’t be there, as well as a couple others, who couldn’t be bothered to physically attend the meeting in the town which they allegedly live in. Clearly, Jenn Cunningham knows where her daughter lives yet was willing to defraud the RTC. When ‘their side’ came up one vote short, Jenn Cunningham challenged my vote. So, the same woman who so willingly attempted to defraud our RTC with, what can only be described as, an illegitimate vote, turned her attack on me and my legitimate vote. Without integrity, we have nothing. If you want to win, announce your candidacy and run your campaign. This pathetic cheating is embarrassing.” Eric Meschino, Plymouth RTC
“When I saw Jennifer Cunningham and John Milligan arrive together, I thought they are going to try to ambush this. One of the first motions from Jennifer Cunningham was to nominate Vice Chair Bob Morgan for Chair, which was approved. The next motion was to allow for a Zoom call to allow members to attend and vote by Zoom, which was approved. There were three members on the Zoom, Mr. and Mrs. Vincent deMacedo and Casey Marie Locke, daughter of State Committeewoman Jennifer Cunningham. A vote was cast to elect Bob Morgan then Hunter Young, which was a tie vote 11 to 11.
Jack Gately stood up and shouted, ‘Is Casey Marie Locke still a resident of Plymouth?’ No answer. He shouted again, ‘Has Casey Marie Locke moved to another town?’ All the attendees’ interest were piqued, and there was a tremendous amount of chatter. Everyone on the Zoom hung up. Jennifer Cunningham would not answer the question. Jennifer Cunningham and MassGOP Executive Director John Milligan tried to ‘pull the wool over everyone’s eyes.’ I shouted a question to John Milligan, ‘John, what happens if we find out that an ineligible vote took place?’ He ignored me.”

“A State Committeewoman sent an email notifying PRTC members that she was ‘running the meeting.’ I gently informed her that Bob Morgan, the vice chair, if he came, would be running the meeting. This same State Committeewoman sent a forwarded email from John Milligan that the meeting would be on Zoom. I was the secretary! No notifications are sent without being from me or the chairman. We never did Zoom before, but this was only a way to get folks to vote for their candidate and not Hunter Young. It was blatant fraud, and she should be removed from her position for orchestrating it and having her daughter vote even though she was registered in another town.” Mark Snyder, Secretary of the Plymouth RTC
“I have cooperated. One of the officers is Bob Morgan, vice chair, who is non-responsive. Terry (treasurer) was not on the committee when the events took place, and Mark Snyder (secretary) is struggling with cancer. They have declined to take comments from any other members.”

From the above statements, does it sound like these people do not want to cooperate?
Secretary Mark Snyder wrote to Ventresca, “I just came off of major cancer surgery, I would be happy to speak with you to give you what you need.” Ventresca responded, “No, written statements only. If not, I will put you down as not cooperating.”
Plymouth RTC Member Jack Gately emailed Ventresca, “I sent you a timeline and other information. You won’t review it?”
Gately emailed again, “Tony, I’m reaching out to you relative to the Plymouth Republican Town Committee Reorganization meeting. I raised the initial objection at the meeting that evening and additional objections during the meeting more than any other elected member. I have yet to hear from you or anyone at the MassGOP relative to a review/investigation.”

Since September, the people in Plymouth have been prepared and eager to present their firsthand accounts regarding what they witnessed at the Plymouth RTC meeting, where alleged voter fraud by State Committee member Jenn Cunningham occurred. The responsibility does not lie with the people of Plymouth; rather, it rests with the MassGOP for appointing a State Committee member demonstrably unable to fulfill the duties expected in conducting a proper investigation. The gravity of a voter fraud allegation should have been immediately acknowledged by the Election Integrity Committee. The people of Plymouth now demand a professional investigation. ♦
